Pharmaceutical spending in Ghana is expected to rise at a compound annual growth rate (CAGR) of 21.8% from 2009 to reach GHC550mn (US$537mn) by 2014. Per-capita spending on medicines will increase from US$8.40 in 2009 to US$20.42 by 2014. While oil revenues are expected to massively increase GDP from 2011 onwards, BMI expects the distribution of income to bring about only modest rises in per-capita expenditure, including spending on essentials like pharmaceuticals.

The Ghana Pharmaceutical Manufacturing Association (GPMA) has revealed that there are significant challenges to the development of a regional drug production base in the country. The announcement came at a meeting in which local manufacturers discussed ways of developing their competencies to include a range of generic medicines - potentially leading to better access to health and increased exports. A report published by a Germany-based international cooperation organisation, featuring chapters written by the Ghana National Drugs Programme, highlighted concerns over current pharmaceutical production in the country. According to the report, around 70% of medicines in Ghana are imported, with the majority coming from India and China. This is to be expected given that these countries mainly produce generic drugs, which are preferred by governments in developing countries as a cost-saving measure. In terms of West Africa, Nigeria produces and exports approximately 30% of the region’s drugs. Notably, a number of West African countries are Francophone, with a therefore unsurprising import reliance on French medicines.

Healthcare in Ghana is gradually improving. According to the World Health Organization (WHO), total spending on healthcare in the country was GHC1.16bn (US$1.25bn) in 2007. However, government spending in this sector, as a percentage of the total, still needs to increase - it stood at only 51.6% in 2007. Although government contributions as a proportion have been erratic, we believe that the percentages will increase in the next few years, particularly as a result of the continued investment in the subsidised health insurance scheme.
