DNB Grants License to Docdata Payments as a Payment Institute

WAALWIJK, Netherlands, May 25, 2011 -

The Management Board of DOCDATA N.V. announces that the Dutch Central
Bank (DNB) on 24 May 2011 has granted a license to Docdata payments B.V. in
Driebergen-Rijsenburg, a subsidiary of the listed company DOCDATA N.V. in
Waalwijk, to operate as a Payment Institute. Docdata Payments is an
international Payment Service Provider (PSP). As from 1 November 2009 a
licence is required for all PSPs with a transitional regime for all PSPs,
like Docdata Payments, that already provide payment services prior to 25
December 2007
.

A system of licences for payment institutes within the European Union
(EU) ensures a more safer, efficient and user-friendly way of electronic
payments. This includes transfers, direct debits and various card payments.

High requirements

The license is based on the Payment Services Directive initiated within
the EU to implement SEPA. This Directive imposes requirements on all
businesses that want to offer payment services throughout Europe. In
addition, the Directive harmonises and regulates among others the
requirements for online payments in 27 European countries. One of the aims is
that payment transactions between European member countries can be processed
as easily as payment transactions within a member country.

Full transparency

The Payment Services Directive provides rights and obligations for both
Payment Service Providers and users. For the Payment Service Providers this
means that they have to provide full transparency about the conditions of
their services. Examples are the level of tariffs, rules for crediting to an
account and the right to refund.
