The Brattle Group Expands Climate/Carbon Practice With Addition of Dr. Mark Sarro and Dr. Jurgen Weiss

The Brattle Group, a global provider of consulting and expert testimony in economics, finance, and regulation, announced today that Drs. Mark Sarro and Jurgen Weiss have joined the firm as principals.
Drs. Sarro and Weiss have spent their consulting careers working together on the strategic planning, policy development, and financial analyses of energy markets. They bring to client engagements expertise in carbon and renewables matters to address climate change and its practical implications in a range of businesses and markets. Dr. Sarro joins the firm’s finance practice to focus on economic and strategic aspects of energy- and carbon-related risk analyses, investment, and business decisions. Dr. Weiss joins the firm’s utility practice, leading the climate and carbon consulting team. Both are located in Brattle’s Cambridge, MA office.

Dr. Sarro’s climate change work includes project-specific financial modeling, modeling markets for conventional and renewable energy, analyzing climate policy, and advising on the availability and pricing of emissions allowances and offsets. He has deep expertise in designing quantitative models and managing advisory assignments and litigation with multiple experts. In addition to energy and carbon markets, he has an active practice in financial economics as applied to business transactions, commercial damages, financial markets, securities, tax shelters, and valuation.
Dr. Weiss specializes in renewable energy and electric utility economics, focusing on climate change policy implications for utilities and energy-intensive industries. He is a noted expert in the development and application of economic and financial models to analyze the impact of proposed rules and regulations on utility industry business practices, cash flows, incentives, and the value of power assets and related contracts. He brings institutional knowledge of successful climate practices, as well as potential pitfalls from his experience with European efforts to reduce greenhouse gas emissions.
Drs. Sarro and Weiss began their consulting careers together as associates with The Brattle Group, and both have also worked at the economic consulting firm LECG and at Point Carbon, where Dr. Weiss led the firm’s global advisory practice. They rejoin Brattle from Watermark Economics, a consultancy they co-founded in 2007 that specializes in international and regional climate economics and policy and finance-based litigation.
