Ballast Nedam Concludes Heddes Take-Over

NIEUWEGEIN, The Netherlands, March 4, 2011 - Ballast Nedam has received approval from the Netherlands Competition
Authority for the take-over of some of the activities of Heddes. This
approval means that the take-over is now definitive. Ballast Nedam has been
granted exclusivity in the negotiations pertaining to Heddes' property
portfolio, land ownership rights and partnership agreements.

Heddes Bouw & Ontwikkeling in Hoorn focuses on developing, realizing and
maintaining property projects in the Noord-Holland region. The business is a
part of Ballast Nedam.
