National Lottery Commission Provisional Decision Denying Camelot a Licence to Enter the Payments Market

LONDON, July 16, 2010 - Payzone considers that the National Lottery Commission have made the
right decision in refusing Camelot's application for a licence to provide
commercial services, including bill payments and mobile phone top-ups. In
our response to the earlier consultation paper, Payzone raised a number of
regulatory concerns in the context of competition law and EU regulation.

Bill Thomson, Payzone UK MD, comments "Payzone is a firm believer in
consumer choice and any new entrant that can improve services for
consumers and bill issuers should be welcomed. Camelot's application for a
licence to enter this market was unlikely to enhance the availability of
services for consumers but has highlighted some of the issues in the
industry in relation to consumer choice and experience. This now raises
the question over whether the industry needs intervention or regulation to
create a truly competitive landscape to ensure that consumer needs are met
with the widest choice and convenience."
