Response to Department for Transport Statement on Road Safety

Transport Secretary Andrew Adonis, Unveils Next Steps on Road Safety and Drug Driving Strategy

LONDON, December 4 - "Concateno welcomes the statement from the Department for
Transport on road safety strategy (
www.dft.gov.uk/press/speechesstatements/statements/drinkdriving) and
on future approaches to address drug driving. These indications that there
may be a case for reforming the current legal framework on drink and drug
driving are very encouraging.

The appointment of Sir Peter North to provide independent
scrutiny of the "complex legal and practical issues" is also welcomed as a
further sign of the government's commitment to explore the specific issues
involved in drug driving.

With UK law currently looking to determine impairment, it is
not possible to use even proven technologies for drug testing at the
roadside. Unlike alcohol, the inability to secure data on how drugs of abuse
affect driving means that setting a driving limit for drugs is not a
practical objective, and it is therefore not possible to show impairment in
the same way. A change in the law to reflect the different realities of drug
driving would make it possible for UK police forces to evaluate the
technologies that are on offer, and move towards more effective enforcement.

Concateno's experience in providing roadside drug testing
solutions to countries including Australia and Italy has shown that, within
an appropriate legal framework, roadside testing devices can be very
effective. For example, the introduction of roadside drug testing by
Australia's State of Victoria reduced the incidences of driving while under
the influence of drugs by almost a half, from one driver in 44 to one driver
in 76 over a four-year period.

We believe that through more extensive exploration of this
issue, there is a clear opportunity for the UK to develop its own approach to
drug driving enforcement that will help make our roads safer."
