Project to be one of the largest mixed-used marina facilities in Southwest Florida

PORT CHARLOTTE, Florida, October 22, 2010 - The recent final approval by the USCIS of the Charlotte Harbor Regional
Center (CHRC) and its first EB5 development project - Charlotte Harbor Marina
- represent a number of firsts for Southwest Florida:

    - The first Regional Center "headquarters" building in the United States.
      Easily accessible to travelers from around the world, the marina
      project will also house the office as well as all services for EB5
      investors, EB5 candidates and Regional Center businesses.

    - The world's first "Fractional Marina Club," unmatched in the marina
      industry, including businesses that are complementary and supportive of
      marina club operations.

    - The first full-service marina facility in the United States developed
      using EB5 financing.

The Charlotte Harbor Marina project has moved into shovel-ready mode
after a federal, state and local permitting and development process that has
taken place over the past five years. The USCIS approval for CHRC includes
both Sarasota and Charlotte Counties and will create a regional economic
impact which is expected to generate over 700 direct, indirect and induced
jobs in the region in categories including Construction, Restaurant, Retail,
Office Space, Marina, Sales, Real Estate and Manufacturing.

These efforts are a result of a public-private joint venture and
strategic alliance formed over the past year with Charlotte County, Florida,
and its economic development components to bring economic vitality to the
region, which has been designated a Targeted Employment Area (T.E.A.). The
EB5 Visa Program is intended to stimulate investment in the U.S. economy and
to create employment in return for which international investors are
permitted to become residents of the United States and subsequently apply for
U.S. Citizenship.
